Q&A: Free CSS Template.....?

Question by : Free CSS Template.....?
I want to re-do my website www.not2long.com and I want to make a custom "template" thing. where I just have to write in my own information and add my own pages/links easily. I have a picture of what I want it to look like kinda and I don't know how to write my own so it works?

If someone can do this for free or link me to a noob tutorial so I can make my own? I would appreciate it!
