Where can I find free downloads for free templates and clip art?

Question by Observer: Where can I find free downloads for free templates and clip art?
I have searched and most are really NOT free. I don't want to have to sign up in order to download, nor do I want a "free trial" program. Does anyone have any great secret websites that they can share?
