Answer by RonThere are lots of free CSS templates, but I find these a cut above the others I've looked at:

http://www.code-sucks.com/css%20layouts/fixed-width-css-layouts/

http://www.code-sucks.com/css%20layouts/faux-css-layouts/

Look for the ones that validate 100% and use HTML 4.01 Strict or XHTML 1.0 document type.
